Please see all photos! This is a vintage romper from the 1939 New York World's Fair! Linen, I believe. Could fit as small as maybe 15 months, and up to 24 if you wore a top under it (which is how I believe it was originally worn). The little bow is fraying a bit on the ends but could be trimmed or stitched back up. Gorgeous bright color so rare for vintage!
